The general background to the Inquiry
“When announcing the Government’s decision to appoint this Tribunal, the Secretary of State for Wales referred to the fact that it had been known for several years that serious sexual and physical abuse of children had taken place in homes managed by the former Clwyd County Council in the 1970s and 1980s. The Secretary of State mentioned, in particular, an intensive investigation by North Wales Police begun in 1991, in which about 2,600 statements had been obtained from individuals and which had resulted in eight prosecutions and seven convictions of former care workers, but he said that, nevertheless, speculation had continued in North Wales that the actual abuse was on a much greater scale than the convictions themselves suggested.”

“The doyen of evidence-based medicine, Professor Archie Cochrane (who died in 1988), was a medical student in london in the 1930s. There was a rally about the possibility of a national Health Service, and he decided to go. The official banner is said to have carried the slogan ‘all treatment must be free’. Cochrane constructed his own, which read ‘all effective treatment must be free’.

With its strong underpinning ethos of equity, its ability to make systematic policies and its non-profit foundations, the NHS has a unique opportunity to address the fundamental causes of inappropriate variation in treatments and treatment rates. Cochrane’s celebrated vision of the 1930s, that ‘all effective treatment must be free’, is not yet fulfilled. More than many other healthcare systems, which also experience such variation, the NHS can solve this long-standing problem.

For almost 60 years, the National Health Service has been the mainstay of healthcare provision in England. By any standards, it is a large organisation, employing 1.4 million staff, and the diversity of the activities undertaken is huge.”

“These recommendations focus on two main areas:

# Conflict prevention and intervention in conflict environments; and

# Strengthened multilateralism (with particular reference to regional security organisations, nuclear non-proliferation, and global biosecurity).

Our report is both a warning and a call to action. We face serious and worsening international security challenges but provided we are willing to learn lessons, to change the way we think, to find the necessary political will and to adapt our policy solutions and instruments to new circumstances, there is much that can be done. We offer this interim report as a contribution to the necessary process of policy change that must now unfold.

The Witch Doctor’s Offering

THE ORIGINAL WITCH DOCTOR

Round about April Fool’s day last year, The Witch Doctor was asked by The Oldest Sage Witch to find out what the hell was going on in the UK regarding something called MTAS. She felt it was more that just a fiasco affecting junior doctors’ job prospects. She felt it was a symptom of very deep rooted and far reaching changes in UK Healthcare. The Oldest Sage Witch was fuming because these changes, regarding the healthcare of a nation, were being imposed without any valid consultation process.

The Oldest Sage Witch had every right to fume!

And so,“The Witch Doctor” blog began in the spring of 2007 at the time of the MTAS fiasco. The Witch Doctor was appalled at how these young doctors were being treated by a government whose main aim seemed to be to demoralise the medical profession prior to carving up the NHS for the benefit of large multi-national companies. What appalled The Witch Doctor even more, was that most of the medical profession seemed to be oblivious to the magnitude of the problem, and the fact that there were attempts to replace professionalism with a morass of tangled competencies.

THE WITCH DOCTOR’S OFFERING

This site, on the other hand, is an attempt to organise information. It is one of The Witch Doctor’s many Aide Memoire’s – relating to the future of the NHS and practice of medicine in the UK today.

I offer it to you if you think you might learn something.

After all, it’s just for me.
